FY2026 Property Tax Distributions Posted
Two property tax distributions from the Bates County Collector's office were received and deposited on July 10, 2026, and are now reflected on the Financial Reports page. This includes the reissued December 2025 distribution of $2,843.16, originally issued as Check #18832 in January 2026 and reissued after the original check was lost, plus an additional distribution of $15.32.
The district's FY2026 current balance, as of July 10, 2026, is $8,869.28.

New Page: Why Are the Roads So Bad?
The district has published a new page explaining road conditions in the district, the funding constraints behind them, and what is being done to address them. The page covers the district's tax base and annual road revenue compared to neighboring Bates County road districts, the effect of the shift from pasture to row crops on drainage and erosion, why heavy agricultural equipment accelerates road damage, and why light equipment alone cannot restore proper road drainage. It also outlines the district's current efforts to secure grading services through an intergovernmental agreement with a neighboring township under RSMo §70.220.

FY2022 and FY2023 Financial Records Reconciled and Posted
The district has completed bank statement reconciliations of FY2022 and FY2023 financial records. Both years have been verified transaction by transaction against original monthly bank statements from Community First Bank and are now posted on the Financial Reports page.
For FY2023, total receipts were $54,073.93 and total disbursements were $50,149.80, leaving an ending balance of $5,311.06 as of December 31, 2023. The annual financial report for FY2023 was filed with the Missouri State Auditor on July 29, 2024.
For FY2022, total receipts were $26,748.61 and total disbursements were $28,504.83, leaving an ending balance of $1,386.93 as of December 31, 2022. The annual financial report for FY2022 was filed with the Missouri State Auditor on August 12, 2023.
In both years, the bank statement reconciliation identified variances from the figures in the filed annual reports. Those variances are documented on the Financial Reports page. In all cases, bank statement figures are treated as authoritative.
The reconciliation process has now been completed for FY2022 through FY2026. FY2021 and earlier years remain in queue. The district will continue working through prior years as time permits.

FY2024 Financial Records Reconciled and Posted
The district has completed a bank statement reconciliation of FY2024 financial records, the third year completed to date. FY2026 and FY2025 were reconciled earlier this month; FY2024 is now complete as well.
Every transaction was verified against original monthly bank statements from Community First Bank. The itemized results are now posted on the Financial Reports page.
In comparing the reconciliation against the annual report filed with the Missouri State Auditor in March 2025, a total variance of $67.52 was identified. The bank statement reconciliation balances cleanly and is what’s reflected on the financial page.
FY2023 reconciliation is next. Each review takes several hours to complete and is being conducted alongside other district responsibilities.

Cornland SRD Launches Bates County Ag Weather Portal
The Cornland Special Road District has launched a free agricultural weather resource at cornlandsrd.org/weather.html, available to all Bates County farmers and landowners.
The portal pulls live data every 5 minutes from the MU AgEBB weather station located at the Butler R-V School District — the only automated agricultural weather station in Bates County — and presents it in plain-language terms designed for working farmers rather than meteorologists.
Features include current conditions with soil temperatures at multiple depths, a spray window indicator that tells you whether wind, humidity, and leaf wetness are suitable for herbicide or fungicide application, growing degree day tracking with planting-date-based crop stage timelines for corn and soybeans, a water balance comparison showing rainfall against crop water demand, historical frost date records going back to 2015, and a livestock heat stress index with management recommendations.
The portal also includes historical comparison charts showing how 2026's heat accumulation compares to the 11-year average — giving farmers context on whether this is a fast or slow season for crop development.

District Entrance Signs Coming This Weekend
Beginning this weekend, the district will be installing entrance signs at the three main entry points to Cornland Special Road District roads. Each sign displays a QR code that can be scanned from a vehicle to quickly access this website, where landowners can find the latest news, road maintenance updates, financial reports, and contact information. The signs are part of an ongoing effort to make district information more accessible to everyone who uses these roads.

Insurance and Bond Update
The district has signed and returned the MOPERM coverage acceptance, with an effective date of June 24, 2026. Coverage is pending final binding by MOPERM. Additionally, Commissioner Layne Anderson has obtained a $6,000 surety bond as required by law for his role as Treasurer of the district.

1099-NEC Filing Obligations Identified; Vendor Documentation Practices Updated
Following the submission of the FY2025 Annual Financial Report to the Missouri State Auditor on June 18, 2026, the district reviewed its vendor payment records and identified payments that require 1099-NEC filings under IRC §§ 6041–6050W. The district is actively working to complete those filings. Going forward, the district is committed to proper vendor documentation practices, including collecting a completed W-9 from all vendors prior to issuing payment, to ensure accurate information reporting and full compliance with federal tax requirements.

Late-Filing Fines Waived
Missouri law requires every political subdivision to file an annual report of its financial transactions with the State Auditor within six months of the end of its fiscal year. A district that does not file is reported to the Department of Revenue and becomes subject to a fine of $500 per day under Section 105.145 RSMo. Cornland SRD filed late in several prior years and did not file at all for 2018, and fines were assessed against the district as a result. The district has received written confirmation from the Missouri Department of Revenue that those fines are waived in full. House Bill 199, effective August 28, 2025, amended Section 105.145 so that a political subdivision that has not levied or collected sales or use taxes in the fiscal year at issue is not subject to the fine. This district has never levied a sales or use tax — its revenue is a property tax levy and CART distributions — so it qualifies for the exemption. No district money was paid toward these fines, and none will be. Separately, and not affected by this waiver, the State Auditor's invoice for the cost of the 2022 audit — $25,088.83 — remains outstanding. See the Audit & Compliance page. View the DOR letter (PDF)

Insurance Applications Submitted
Insurance applications were submitted to MOPERM (Missouri Public Entity Risk Management Fund) and Missouri Rural Services Corp. MOPERM is the preferred option, as participation does not require competitive bidding under RSMo §537.705.1. The district is awaiting a quote from MOPERM. Restoring insurance coverage is a priority action item following the 2022 State Auditor review.

The FY2025 Annual Financial Report was filed with the Missouri State Auditor. The district is now current on all annual financial report filings. Layne Anderson Appointed Commissioner & Trustee ex-officio Treasurer
Layne Anderson was appointed as Commissioner and Trustee ex-officio Treasurer by the Bates County Commission, filling the vacancy created by the passing of Gary Anderson. Commissioner Anderson has committed to bringing the district into full compliance with state requirements and maintaining ongoing transparency through this public website.

Board Meeting Held — Officers Elected
A board meeting was held on June 8, 2026. Notice was posted at the Bates County Courthouse bulletin board in accordance with Missouri open-meetings requirements. Officers were elected at this meeting. Minutes from this meeting are available on the Meetings page.
